Why does commercial whaling cause problems?
Also, the Japanese government insists that the country operates "scientific" whaling "to resume commercial whaling".
If the commercial whaling were resumed, the priority would be given to profitability as the way of industrial activity. In the past, the whaling industry hunted whales in large quantity ignoring the regulations for whaling, and tided over the crisis by covering up actual number of the whales caught with bookkeeping maneuver.
This is obvious by the disclosure of the fact that former Soviet Union had reported only about half the number of whales actually caught to the international whaling statistics. Also, former official of a Japanese coastal whaling company disclosed that cheating the number of whales caught by each company to make a profit, and cheating the size of whales against the regulation for the length of whales to protect young whales became daily happenings in the Japanese coastal whaling. Furthermore, the fact that various measures were taken to evade the supervision of the international observers that were established by IWC in 1957 and dispatched to the whaling base was disclosed in his book.
If the actual situation is as mentioned above even in the land base where it is easier to supervise the crew, nothing can ensure the effect of the observer system at the site of mother-ship system whaling operated for months in the Antarctic Ocean area. The observer system cannot be too severe. Instead, it is unlikely that future resource management will be conducted within the safe range, without verifying how many whales were actually lost by whaling, tracing back to the past.
